Joko Widodo (Jokowi) has visited Papua eight times since he becomes the President of Republic Indonesia. It shows the commitment of the government of Indonesia to develop Papua, the easternmost region of the country. Jokowi’s Regulation Approaches
The first approach that Jokowi takes in regard to the regulation is to accommodate the development approaches in Papua and West Papua based on their customs, which are Saereri, Mee Pago, Anim-ha, Mamta, and Laa Pago into the National Middle-Term Development Plan (RPJMN) 2015 – 2019. The changes were also stated in the President Law No.2/2015. The customary region approaches itself come from the suggestion of Papua’s Governor, Lukas Enembe.
The five customs should be translated by the President’s executives into some technical aspects, such as regional and sectoral policy, the approach pattern of each program and project in Papua, as well as the budget for Papua. The budget will accommodate the needs and characteristic of each customs in Papua.
The second approach is to create the cluster approach based on the accessibility of each region in Papua. Today, the Government has determined some industrial and economic development cluster regions in Papua such as Nintuni Industrial region, Timika Industrial Region, Merauke Food Centre Region, Special Economic Region of Sorong (KEK Sorong). In regards to the special economic region of Sorong, Jokowi has officially issued The Government Law No.31/2016. The government also implements a few fiscal and non-fiscal incentives to accelerate the investment in KEK Sorong.
The third approach is to re-negotiate the demands regarding PT. Freeport Work Contract (KK). From 17 points requested by the Governor of Papua, Lukas Enembe in the year of 2013, it becomes 6 agenda points in 2017. Through a long process, there has been some progress during the President Joko Widodo era. By the end of 2017, an agreement finally was achieved.
Freeport Indonesia agreed to have share divestment—about 51 percent for the Government of Indonesia. Freeport is also committed to building a smelter, a facility for processing and purifying the minerals, in the next five years until January 2022. Freeport Indonesia has appointed Sucofindo to conduct independent verification to supervise the progress of smelter development in Gresik, East Java. The investment value of this smelter development is estimated around US$2,2 billion.
Furthermore, Freeport agreed to change the Work Contract into Special Mining Business Permit (IUPK), which can be renewed every six months. Freeport Indonesia also agreed to maintain better country income for Indonesia compared to the Work Contract era.
The fourth approach was realized when President Joko Widodo published the President Instruction No.9/2017 regarding the acceleration of Prosperity Development in Papua and West Papua province. The focus of this instruction is the health sector, education, local economic development, basic infrastructure, digital infrastructure and its connectivity. The development is aimed to reach the villages in the border region, remote villages, mostly in the hilly and outskirt regions.
The fifth approach is to support Papua as the host of National Sports Week (PON) 2020. President Joko Widodo supports the Governor of Papua, Lukas Enembe, to improve the sports facilities in Papua by issuing the President Instruction no.10/2017 signed on December 18, 2017. The Instruction is about the Implementation Support of PON XX and The National Paralympic Week XVI in 2020 that will also be held in Papua.
For Jokowi Papua is not only about another region in the country, but part of the nation. The approaches Jokowi took is how Indonesia as country fulfill its duty to give social justice and prosperity to its people across the nation.
